The City of New York Office of Management and Budget (OMB) is issuing a multiple‑award RFP to procure up to three qualified firms to provide Value Engineering (VE) and Value Analysis (VA) services on a task‑order basis for a wide range of capital construction projects and operational procedures city‑wide. The work will be performed under individual Master Service Agreements (MMA1) with a four‑year base term (possible one‑year renewal) and a total ceiling of $12 million for all three contracts. Contractors must submit a single percentage reduction against agency‑provided baseline study costs and will be evaluated on technical merit, with a 5 % preference for certified M/WBE firms. The solicitation includes mandatory compliance riders (Community Hiring, Whistleblower Protection, etc.) and requires coordination of specialist sub‑consultants, detailed reporting, and adherence to NYC procurement regulations. • Provide VE/VA studies across four VE study types (infrastructure, buildings, complex facilities, training workshops) and two VA study types. • Deliver pre‑study planning, 40‑hour workshops, and post‑study reporting, including cost‑estimate reconciliation and recommendations. • Manage sub‑consultant teams, meet M/WBE utilization goals, and comply with Community Hiring Rider (1 hire per $500k) and Whistleblower Protection Rider.
