The City of Carlsbad is seeking a qualified engineering firm to provide comprehensive plan‑check services for a variety of civil‑engineering deliverables associated with land‑development projects. The contractor will review improvement, grading, utility, storm‑water, water‑sewer, map, and geotechnical plans using the City’s electronic permitting system, issue certifications, attend monthly coordination meetings, and meet strict turnaround times for each plan‑check phase. • Review and certify improvement, grading, erosion‑control, utility, storm‑water quality, and final parcel maps for compliance with City, County, and State standards. • Deliver written checklists, certifications, and technical letters; provide digital field‑visit photos for first‑plancheck comments. • Operate within the City’s EPL permitting system, Bluebeam, and SharePoint; maintain required software licenses and hardware. • Meet defined turnaround windows (15 working days for first plan‑check, 10 for subsequent, 5 for final, 3 for construction revisions) with fee reductions for late deliveries. • Follow a percentage‑based fee schedule (75 % of the Engineering Department fee) with payment milestones tied to plan‑check completion.
