Affordable Housing Financial, Analytical and Advisory Services

The City of Santa Ana, in partnership with the Santa Ana Housing Authority, seeks a qualified consulting firm to provide comprehensive financial, analytical, and advisory services related to affordable‑housing development, financing, compliance, and land‑use matters. The contract will initially run for three years, with the possibility of two one‑year extensions, and compensation will be based on a fixed‑rate fee schedule submitted by each proposer. Minimum qualifications include at least five years of recent experience delivering similar services and familiarity with major affordable‑housing funding programs (HOME, CDBG, LIHTC, bonds, etc.). Proposals must be submitted electronically via PlanetBids by the deadline, and all required certifications, insurance, and SAM.gov registration must accompany the submission. • Market, financial, and pro‑forma analysis for affordable, mixed‑income, and market‑rate housing projects. • Subsidy layering, financial‑gap analysis, transaction structuring, bond advisory, inclusionary‑housing policy design, and compliance monitoring. • Real‑estate and land‑use analysis, review of loan and legal documents, and assistance with Surplus Land Act compliance. • Required deliverables include reports, policy documents, and attendance at City‑requested meetings; all work performed on an as‑needed basis.
