Description
The City of Alexandria, LA seeks a qualified firm to provide 24/7/365 NERC‑certified Transmission Operator (TOP) services for its municipal transmission system, encompassing operation of the Transmission Control Center, SCADA, ICCP communications, and backup capabilities, all in strict compliance with NERC, SERC, and MISO standards. The contract is a minimum three‑year term, renewable, and requires the vendor to supply primary and backup staffing, maintain extensive insurance coverage, and demonstrate experience with municipal utilities and regulatory frameworks.
• Provide continuous, NERC‑certified TOP staffing (24/7/365) to monitor and control COA’s transmission assets (six 138 kV substations, one 230 kV substation, ~18 mi of lines).
• Operate and maintain a fully redundant Transmission Control Center with SCADA scan rates ≤ 4 seconds, ICCP links to COA Master Station and MISO Operations Center, and backup power generation.
• Ensure full compliance with all relevant NERC Reliability Standards, MISO Business Practice Manuals, and FERC Standards of Conduct while interfacing with COA’s power‑marketing contractors.
