The Air Force seeks a commercial telecommunications provider to deliver a firm‑fixed‑price, monthly‑recurring SIP voice‑trunk service at Ellsworth AFB. The contractor must supply dedicated 1000 Mbps transport, 115 concurrent call paths, 9,000 DID numbers, and meet stringent QoS metrics (≥ 99.9 % availability, ≤ 50 ms latency, ≤ 20 ms jitter, < 0.1 % packet loss, MOS ≥ 4.0). Service includes 24/7/365 monitoring, E911 and GETS priority support, and compliance with DoD security and CUI handling. The contract runs a 12‑month base year with four optional one‑year extensions and a possible six‑month extension.
