The California Department of Corrections and Rehabilitation (CDCR) is seeking a qualified contractor to provide comprehensive firing‑range services for the California Men’s Colony. The contractor must own and operate multiple shooting ranges, supply all necessary personnel, equipment, licensing, and safety inspections, and support mandatory firearms training schedules. Bids must be submitted electronically by September 22, 2026, with a contract term ending September 30, 2029. Small‑business and DVBE preferences are available, and the State may offer an advance payment of up to 25 % of the annual budget.
• Provide rental of firing ranges, scheduling, and quarterly safety inspections on contractor‑owned property.
• Supply a Connex/C‑Train storage container, parking, and ensure all staff meet TB, background, and PREA training requirements.
• Submit a completed Rate Sheet (Exhibit B‑1) pricing 130 rentals per fiscal year, and comply with insurance, security clearance, tax‑delinquent, Darfur Act, and GenAI disclosure requirements.
