POM Strategic Prioritization Training and Tool

The Department of the Air Force is seeking information from industry partners to assist with the development of a Program Objective Memorandum (POM) Strategic Prioritization Tool and Training. The tool should provide objective, defendable, and clean strategic prioritization data for ingestion into the POM process. The scope of the capability sought includes a robust data-driven software tool designed to evaluate and prioritize strategic assets, ensuring data quality and hygiene, identifying the value of assets and asset classes, and facilitating objective assessment and opportunity cost evaluations of intangible assets. The tool must be continuously updatable, adaptable to changing Air Force Reserve missions, and devoid of bias. The contractor will be required to provide comprehensive training programs and user manuals to equip Government personnel with the necessary skills to operate and manage the tool. Some key features of the project include: • Developing a mechanism to ensure data quality and hygiene • Accurately identifying and assigning value to assets and asset classes • Facilitating objective assessment and opportunity cost evaluations of intangible assets • Designing and implementing the tool to mitigate bias • Providing comprehensive training programs and user manuals
