Description

The County of Sacramento Department of Waste Management and Recycling (DWMR) is soliciting bid responses for the collection and recycling of unprocessed mixed metals and waste appliances from the County's Kiefer Landfill and the North Area Recovery Station. The selected CONTRACTOR will be responsible for picking up mixed metals and unprocessed appliances from these facilities, hauling them off-site for further processing and disposal, and providing detailed reports and receipts. The CONTRACTOR will also be required to maintain a certified truck scale on site and provide documentation of scale certification upon request. The contract will be for an initial term of one year with up to four one-year optional renewals. • The CONTRACTOR shall pick up mixed metals and unprocessed appliances from NARS and KLF. • The CONTRACTOR shall deliver empty roll-off boxes or end-dumps to NARS and KLF for COUNTY to fill with mixed metals and/or unprocessed appliances. • The CONTRACTOR shall provide receipts to COUNTY for each load collected, including date, time, and location of load collected, CONTRACTOR's account number, truck identification number, trailer identification number, gross vehicle weight, tare weight, net weight, and net tonnage. • The CONTRACTOR shall submit detailed reports to COUNTY on a monthly basis, including information on each load collected, material type, and applicable rates. • The CONTRACTOR shall maintain records of each delivery to their facility, including date, type of material delivered, and net weight of materials per delivery.

Budget estimate

$2,400,000 – $6,000,000

The budget for this contract is likely to be substantial, given the large quantities of materials to be collected and recycled. The pricing for mixed metals will be based on a percentage multiplier of the American Metal Market, and the cost per ton for processing unprocessed appliances will be deducted from the mixed metal pricing. Assuming an average monthly collection of 5,000 tons of mixed metals and 2,000 tons of unprocessed appliances, and using the example calculation provided in the document, the monthly billing amount could be in the range of $200,000 to $500,000, depending on the market prices and the CONTRACTOR's pricing. The total budget for the one-year contract could be in the range of $2.4 million to $6 million.
