Description

The City of Fontana is seeking a qualified professional organization to design, implement, and operate a comprehensive opioid support and response program funded by California Opioid Settlement Funds. The effort must meet DHCS Exhibit E requirements and allocate at least 50 % of funding to High‑Impact Abatement Activity 3, aligning with the city’s Homeless Solutions Action Plan to promote housing stability for vulnerable populations. The vendor will deliver a full program narrative, staffing plan, cost schedule, implementation timeline, data‑collection/reporting framework, and provide references from recent municipal work. Administrative costs are capped at 10 % of the total award. • Design and launch opioid remediation services covering treatment, recovery, harm‑reduction, and housing support for communities of color, homeless, and other high‑need groups. • Provide ongoing program management, data reporting, and compliance with settlement fund requirements for the initial two‑year term (with up to three one‑year extensions). • Demonstrate relevant experience, maintain required insurance coverage, and submit both a cost file and a detailed response file electronically by the March 30, 2026 deadline.

Budget estimate

$2,000,000 – $6,000,000

The solicitation does not disclose a total award amount. Based on comparable municipal opioid‑remediation contracts that span two years and include service delivery, staffing, and reporting, a realistic range is roughly $2 million to $6 million total (approximately $1 M‑$3 M per year). Factors influencing the final figure include the depth of services offered under HIAA 3, the number of staff and locations covered, and the proportion of administrative overhead (capped at 10 %).
