The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine the capabilities of industry to provide, upgrade, and support integrated interactive Use of Force (UOF) simulators. The simulators should replicate real-life law enforcement scenarios and provide a safe and effective training environment for firearms handling, marksmanship, and critical decision-making in use of force situations. The key functional areas and mission needs include use of force decision-making simulation, scenario and target libraries, laser and weapon simulation support, less-than-lethal and ancillary devices, shooter diagnostics and performance feedback, system architecture, environmental and installation constraints, system reliability, power resilience, and downtime management, IT integration, security, and remote support, and training and documentation.
Some of the key features required include:
• Replicating real-world scenarios that require officers to make critical decisions regarding the application of force
• Supporting branching or adaptable scenarios where instructor inputs or trainee actions influence outcomes
• Enabling practice in assessing situations, evaluating threat levels, selecting appropriate responses, and reinforcing judgment and situational awareness
• Providing a scenario library that includes indoor, outdoor, and low-light environments for UOF training
• Supporting custom scenario creation and editing to meet evolving instructional needs
• Reading and responding to multiple infrared (IR) laser frequencies
• Providing realistic training handguns that replicate the shape, weight, and functionality of real firearms
• Ensuring simulated firearms accurately replicate recoil characteristics
• Providing adjustable trigger pull tension for training handguns
• Providing handheld tactical training flashlights that match OEM specifications and are durable and able to withstand drops
• Providing OC spray training devices that simulate operational use and can be tracked within scenarios
• Providing Taser training devices equipped with simulation cartridges for less-than-lethal force training
• Providing lightweight, wireless, wearable devices that simulate live fire or other stimuli via electric impulses
• Providing detailed shooter diagnostics for UOF training environments, including weapon movement tracing and muzzle direction indicators
• Displaying diagnostics to instructors and, when appropriate, to students in real time or after-action review
• Supporting both single and multi-screen simulator configurations
• Being compatible with HD and 4K short-throw projectors
• Supporting installation in spaces with ceiling heights as low as 9 feet
• Withstanding typical training facility conditions, including excessive heat, humidity, dust, and other environmental factors
• Providing cable management and structural stability options that ensure safe, reliable operation in high-traffic training environments
• Being resilient to minor power fluctuations and ensuring uninterrupted training sessions
• Ensuring power outages do not cause sudden shutdowns or system damage
• Minimizing downtime via user-replaceable parts that can be swapped on site
• Providing user-serviceable intake screens and filter assemblies that can be easily removed, cleaned, and reinstalled
• Providing built-in WiFi connectivity or equivalent secure remote access method to support remote login for maintenance and troubleshooting
• Supporting adjustable settings to prevent unwanted timeouts or sleep modes during use
• Supporting application of DHS and NIST security requirements, including vulnerability patching and secure configuration
• Providing comprehensive training for instructors and IT support personnel on system operation, maintenance, diagnostics, and scenario development
• Providing all licenses, user manuals, warranties, and technical documentation
• Providing documentation that describes system design, logical design, and process flows for new or enhanced functionality
