The Selective Service System (SSS) is seeking industry input to assist in developing a commercially sound and practical Contract Line Item Number (CLIN) structure, line-item organization, and pricing strategy in relation to the draft Performance Work Statement (PWS) provided. The SSS has developed the PWS but has not finalized the CLIN structure and seeks recommendations from industry regarding the most effective CLIN structure to support commercial pricing practices, contract administration, performance management, and invoicing. The recommendations from industry will be used to inform and refine the Government's acquisition strategy.
Key aspects of the project include:
• Enterprise Registration and Data Management: The contractor shall provide capabilities to ingest, validate, normalize, and manage data from authorized sources, maintain authoritative registrant records, support structured and unstructured data collection and processing, and provide data quality controls and auditability.
• Registrant Services and Case Management: The contractor shall provide capabilities to support secure registrant self-service operations, allow registrants to review, update, and manage authorized information, support secure submission, routing, adjudication, and tracking of claims and related documentation, and provide workflow automation, notifications, correspondence management, and status tracking.
• Technical Requirements: The contractor shall provide secure, scalable, maintainable, interoperable, and cloud-capable enterprise solutions that support current and future SSS operational requirements, including role-based access control, multi-factor authentication, encryption of data in transit and at rest, and support for automated backup and recovery operations.
The project will be executed through an Indefinite Delivery Indefinite Quantity (IDIQ) contract with task orders issued for specific requirements, capabilities, or support activities within the scope of the PWS.
