Engineering Design and Specifications for CJH Relief Tunnel Water Source

The Confederated Tribes of the Colville Reservation are seeking a qualified engineering firm to develop detailed design packages, specifications, and cost estimates for tapping the existing Chief Joseph Dam Relief Tunnel (Third Water Source) and delivering water to the Chief Joseph Hatchery’s head‑box and adult broodstock holding raceways. The work must incorporate as‑built documentation, update geotechnical data if needed, perform hydraulic and temperature modeling, and optionally assess direct delivery to six adult holding ponds. Deliverables include staged design drawings (30 %, 60 %, 90 % and final), a permit‑ready package, and a comprehensive cost estimate with a 20 % contingency. All design work must be sealed by a Washington‑state‑licensed PE and the contractor must meet tribal procurement requirements (Indian Preference, TERO certification, insurance, retainage/bond). • Produce multi‑disciplinary construction‑ready designs (civil, structural, mechanical, electrical, etc.) for the water‑source tap and transmission pipeline. • Review and, if necessary, update the 2009 geotechnical report and conduct flow‑temperature modeling for the new water delivery system. • Provide a detailed engineer’s cost estimate, schedule five design‑phase meetings, and deliver final documents suitable for permitting.
