2016 - RFP Borough Auditor

The Borough of Atlantic Highlands is seeking a qualified municipal auditor to perform the statutory audit of its FY 2015 financial records and provide related financial services for FY 2016. The appointment is a one‑year term (calendar year 2016) with the possibility of continuation until a successor is appointed. Proposals must be submitted in sealed envelopes by 11:00 a.m. on December 1 2015; no electronic submissions are accepted. The auditor must have at least eight years of experience as a Registered Municipal Accountant and must be free of any disciplinary actions by the NJ State Board of Accountants. The scope includes audits of multiple funds, utility accounts, municipal court accounts, preparation of debt and financial statements, assistance with the 2016 budget, and a State Single Audit of the Public Assistance Fund. The Borough will evaluate proposals on a “most advantageous” basis, giving weight to experience, qualifications, and fee schedule (though cost is not the controlling factor). • Perform statutory audit of FY 2015 for all Borough funds, utilities, and court accounts. • Assist with preparation of annual debt statements, financial statements, tax verifications, and the 2016 budget. • Provide a fee‑rate quotation for core services and hourly rates for any additional work. • Submit 11 hard‑copy copies in a sealed envelope by the specified deadline; the Borough reserves the right to reject or negotiate any proposals.
