RFQ 2026‑1: Contract Administration & Construction Inspection

The Petersburg Borough is seeking qualified engineering firms to provide construction‑administration and project‑inspection services for the Scow Bay Small Vessel Haul‑out Project in Petersburg, Alaska. The selected firm will act as the Engineer, handling submittal reviews, quality‑control coordination, cost and schedule monitoring, change‑order processing, compliance with Buy‑America, Davis‑Bacon, and environmental permits, and on‑site inspection throughout the construction phase. The scope includes pre‑construction conference support, ongoing field inspections, final punch‑list coordination, and close‑out documentation. This work is tied to a MARAD BUILD grant and will run from early December 2026 through May 2028. • Provide Construction Administration (CA) services: submittal review, change orders, payment certification, schedule and cost tracking. • Perform on‑site Project Inspection: regular inspections, testing coordination, and written inspection reports. • Ensure compliance with federal requirements (Buy‑America, Davis‑Bacon, Section 106, Corps of Engineers permit) and prepare final acceptance documentation.
