Description
The County of Outagamie is seeking a qualified engineering consultant to provide full design services for converting the existing two‑way stop‑controlled intersection of County Trunk Highway EE and County Trunk Highway S into a single‑lane roundabout. The scope includes traffic data verification, new traffic counts, Intersection Control Evaluation, preliminary and final roadway geometry, drainage design, storm‑sewer, signing, pavement marking, utility and agency coordination, right‑of‑way plat preparation, a public‑information meeting, and delivery of 30%, 60%, 90% and final PS&E plans with specifications and cost estimates.
• Perform traffic engineering analysis and produce an ICE report.
• Design the roundabout, roadway cross‑section, drainage, and related structures per WisDOT standards.
• Coordinate with WisDOT, local agencies, utilities, and prepare a traditional right‑of‑way plat; conduct one public meeting.
• Deliver phased design packages (30%, 60%, 90%, final) with specifications, cost estimates, and construction‑ready PS&E documents.
