The Town of Hopkinton is seeking quotes for weed treatment of approximately 12 miles of sidewalks and paved traffic islands. The work includes mobilization, applying herbicide application, and scheduling of police details by the contractor, if needed. The contractor must possess and maintain a valid Category 40 pesticide certification from the Massachusetts Department of Agricultural Resources (MDAR) and must be onsite during all application activities. The town will notify the required boards and commissions, and at least 48-hours prior to a ROW herbicide application, the town will publish in a local newspaper the following information: methods and location of herbicide application, approximate dates of herbicide application, name of herbicide(s) to be used, description/purpose of application and contact information for the designated individual representing the town whom citizens can contact. Some key points to note are:
• The town has a Vegetation Management Plan (VMP) and a Yearly Operational Plan (YOP) in place, which outline the procedures for herbicide application and management of sensitive areas.
• The contractor must comply with all applicable federal and state laws and regulations, including those related to pesticide use and environmental protection.
• The town will provide a copy of the proposed YOP and Environmental Monitor notice to the Board of Health, Conservation Commission, and the Board of Selectmen.
• The contractor must submit a daily vegetation management report, which includes information on the date, name and address of vegetation management staff, identification of site or work area, list of crew members, type of equipment and hours used, method of application and description of target vegetation, amount, concentration, product name of herbicide(s), adjuvants, and dilutants, weather conditions, and notation of any unusual conditions or incidents.
• The town will evaluate the success of the vegetation management program based on the goals and objectives stated in the VMP, and will hold an annual YOP evaluation meeting to assess the program's effectiveness.
