Description

Texas Tech University is seeking qualified contractors to provide comprehensive traffic marking and striping services across its campuses. The work includes applying new markings (thermoplastic, paint, pre‑formed plastic), maintaining existing markings, and repairing damaged areas on roadways, parking lots, crosswalks, and related surfaces. Services are “as‑needed,” with a requirement to complete each purchase‑order task within 14 days of issuance. The university expects multiple contracts to be awarded, allowing several vendors to compete for individual work orders. Proposers must submit a full proposal package, including a pricing schedule, HUB subcontracting commitment, insurance certificates, and conflict‑of‑interest disclosures. • Scope: Application, maintenance, and repair of traffic markings (thermoplastic, paint, curb painting, parking‑stall marking, pre‑formed plastic markers, removal of old markings). • Geographic coverage: All TTU campuses and satellite locations in Texas. • Contract term: Up to 5 years with possible one‑year renewals; work performed on a 14‑day turnaround per order. • Evaluation: 40 % price, 35 % demonstrated ability/experience, 15 % value‑added options, 10 % quality & compliance. • Mandatory documentation: Pricing Schedule (Attachment A), HUB Commitment (Attachment B), insurance, conflict‑of‑interest affidavit, and HUB Subcontracting Plan for projects > $100 k.

Budget estimate

$500,000 – $2,000,000

Based on typical university traffic‑marking contracts, annual spend can range from a few hundred thousand dollars for routine maintenance to several million dollars for larger campus projects. Assuming TTU will issue multiple work orders over a five‑year term, the total contract value could be roughly $500,000 – $2,000,000. Factors influencing the range include the number of campuses, frequency of resurfacing, material choices (thermoplastic vs. paint), and any value‑added services such as rapid‑response repairs.
