Public–Private Partnership for Green Hydrogen Production

The City of Adelanto is seeking a private partner to design, finance, construct, own, and operate a green hydrogen production facility that will supply clean hydrogen to heavy‑marine and port‑related customers. The partner must provide all project financing, deliver a technically mature electrolytic solution, secure an offtake agreement, and commit to local workforce‑development and technology‑transfer initiatives. The City will only provide land‑use assistance and permitting support; no financial guarantees or PPAs are offered. Proposals must be submitted electronically by February 27, 2026. • Design, build, finance, own, and operate a commercial electrolytic hydrogen plant in the Adelanto desert. • Demonstrate a signed or LOI hydrogen offtake from a qualified maritime/port customer. • Provide detailed technical, financial, and partnership structures, plus a local knowledge‑transfer and workforce‑development plan.
