Description

The U.S. Customs and Border Protection (CBP) is seeking innovative commercial solutions to identify imports that pose a high risk for illegal transshipment. The selected vendors will deliver insights about illegal transshipment risk via referral packages to CBP. The vendors will be given an opportunity to prove out the scalability and accuracy of their solutions over the course of a no-cost, 180-day base period of performance. The solutions delivered under this pilot program must drive enhancements and efficiencies around targeting for illegal transshipment, maximizing the collection of revenue owed to the U.S., and allocation of CBP resources towards areas of highest revenue risk. Some key points to consider include: • The proposed solution must be a commercial item and innovative, as defined in the statute. • The solution must be able to assess illegal transshipment risk using AI-driven methodologies. • The vendor must be able to provide a sample referral package that demonstrates their proposed solution. • The vendor must be willing and prepared to conduct demonstrations of their capabilities shortly after submitting written responses. • The solution must be able to scale beyond a testing pilot to fulfill the operational needs described in the SOW.

Budget estimate

$500,000 – $1,250,000

Based on the information provided, it's difficult to estimate the exact budget for this opportunity. However, considering that the proposed pricing for each respective option period must fall within the range of $1,250,000 or less to be considered for award, we can assume that the potential budget for the base period of performance could be up to $1,250,000. Additionally, if the vendor is invited to perform up to two option periods, the total potential budget could be higher. The budget will likely depend on the vendor's ability to deliver a scalable and accurate solution, as well as their performance during the base period of performance. Factors that may influence the likely payment range include the complexity of the solution, the level of competition, and the CBP's budget for this project.
