The Air Force Life Cycle Management Center (AFLCMC) intends to solicit and negotiate a sole-source contract with L3Harris Technologies for the B-2 Supply Chain Velocity Initiative. The contractor will serve as a strategic supply chain manager, providing program management, engineering services, and supply chain management to address parts obsolescence and diversify the industrial base for the B-2 Spirit weapon system. The contractor will be responsible for establishing and managing a new, government-controlled sustainment enterprise focused exclusively on creating a competitive, multi-vendor supply chain. Key services include program management, reverse engineering, data rights acquisition, supplier network management, and airworthiness qualification.
• The contractor must have corporate neutrality and not be the Original Equipment Manufacturer (OEM) or a significant mission systems provider for the strategic platform.
• The contractor must have demonstrated prime integrator experience for a low-density, high-demand, aging strategic military aircraft fleet.
• The contractor must have specialized infrastructure and security, including secure facilities cleared for Special Access Program (SAP) work.
• The contractor must have engineering and data acquisition expertise, including complex reverse engineering and technical data rights acquisition.
• The contractor must have supplier network enablement capabilities, including establishing and managing a "hub-and-spoke" supply chain model.
