Indiana University Bloomington is seeking a qualified vendor to assume full responsibility for the integrated supply‑chain and warehouse management of its Facilities operations. The contractor will staff and run a campus‑wide warehouse, manage inventory of core MRO items, procure through existing IU‑approved suppliers, and provide rapid (2‑hour) emergency deliveries as well as next‑day standard deliveries. The solution must integrate automatically with IU’s financial and CMMS systems, operate under a consignment inventory model (IU pays only when items are issued), and support sustainability and safety compliance.
• Operate and staff a dedicated warehouse (on‑site or off‑site) with 24/7 emergency access, OSHA/EPA compliance, and required equipment.
• Implement inventory controls (EOQ, safety stock, cyclical counts, annual audit) and maintain consignment ownership of stocked items, limiting handling surcharges to ≤3 % for non‑consignment purchases.
• Deliver critical parts within 2 hours, next‑day for standard orders, and provide point‑of‑use distribution solutions (smart lockers, mobile hubs).
• Provide full API‑based data exchange with IU’s financial system and CMMS for real‑time spend visibility, KPI reporting, and automated chargeback.
• Align procurement with IU sustainability goals and Supplier Code of Conduct, leveraging existing supplier base and consolidating spend across ~110 suppliers.
