Description

Southwest Ohio Regional Transit Authority (SORTA) is issuing an Indefinite Delivery Indefinite Quantity (IDIQ) RFQ for the supply of vinyl graphic materials used on its bus fleet for branding, safety markings, ADA compliance, and route identification. The contract will run for an estimated 24‑month period, with quantities based on historical usage and delivered on an as‑needed basis. Vendors must provide new, OEM‑specification vinyl films, overlaminates, inks, pre‑mask tape, and related consumables, packaged to prevent damage, and must meet quality‑inspection requirements. Delivery is to SORTA’s receiving dock in Cincinnati, with a 10‑day turnaround for any defective parts. The award will go to the lowest responsive and responsible bidder; the contract term is two years. • Supply of various 3M and Epson vinyl films, inks, and masking tapes (e.g., 54"x100' gloss white vinyl, 3M ControlTac, 3M 8518 overlaminate). • Materials must match existing fleet graphics for color consistency and durability. • Quantities are estimates; actual orders placed as needed over 24 months. • All shipments to 1401 Bank Street, Cincinnati, OH; receiving hours M‑F 8 am‑4 pm EST. • Vendor must comply with SORTA’s quality inspection, return‑defective‑part policy, and provide parts within 10 calendar days of notification. • Submission required electronically via e‑Procurement portal by 2:00 am EST on October 6, 2026. • Questions due by September 18, 2026; answers posted September 25, 2026. • Contract term: 2 years, IDIQ, no subcontracting opportunities.

Budget estimate

$200,000 – $500,000

Based on the estimated 24‑month usage of multiple vinyl film types, inks, and masking tapes for a 300‑bus fleet, a typical annual spend for similar transit agencies ranges from $100k to $250k. Assuming the upper end of historical usage and inclusion of premium 3M products, the total contract value over two years is likely between $200,000 and $500,000. Factors influencing the final amount include actual order volumes, price fluctuations for raw materials, and any additional consumables requested during the contract period.
