Description

The City of Mount Vernon is seeking a consultant to prepare a Road Safety Action Plan (RSAP) in alignment with the U.S. Department of Transportation’s Safe Streets for All (SS4A) program. The selected consultant will be responsible for delivering a comprehensive, implementable plan that identifies safety risks, establishes clear strategies, and positions the City to secure future federal and state funding for safety improvements. The scope of work includes existing conditions and safety analysis, identification of high-risk locations, policy and regulatory review, community engagement, development of safety strategies, and project prioritization. The City aims to improve roadway safety for all users, particularly pedestrians, cyclists, seniors, and transit-dependent populations. Key aspects of the project include: • Identifying high-crash corridors and systemic safety risks • Evaluating existing roadway conditions and safety measures • Recommending targeted infrastructure, policy, and behavioral interventions • Establishing performance measures and accountability mechanisms • Aligning with the City’s 2025 Comprehensive Plan and capital planning priorities The ultimate outcome of this project is a detailed, actionable plan that equips the City with the tools necessary to implement safety improvements and compete for future SS4A implementation funding.
