Description
The Department of the Air Force is seeking a private sector lessee to finance, design, construct, own, operate, and maintain mixed‑use facilities on two adjacent parcels (≈ 215 acres) at Edwards Air Force Base, Kern County, California. The lease will be “as‑is/where‑is,” with the lessee responsible for all site development, utility extensions, environmental compliance, and long‑term operation. Consideration will be cash rent and/or in‑kind contributions, with a required upfront transaction‑cost payment of up to $250,000, and a lease term of up to 50 years. The government will evaluate proposals on project description, return to government, capability, and integrated schedule, then negotiate with one or more potential lessees.
• Scope includes housing for military families, civilians, defense contractors, medical facilities, and commercial/retail space.
• Lessee must fund all permitting, construction, utilities, insurance, demolition reserve, and comply with DoD antiterrorism, environmental, and cultural‑resource requirements.
• No government financing, utilities, or guarantees are provided; the lessee must provide audited financial statements and a detailed financial pro‑forma.
