Purchase of Asphalt Materials

Cowlitz County is seeking bids for the purchase of asphalt materials for the period of July 1, 2026, through June 30, 2027. The contract will be for a period of one year, with the option to terminate with 30 days' notice. The county reserves the right to award contracts to multiple vendors and to reject any or all bids. The bid opening will be held on June 8, 2026, at 1:30 pm, and will also be accessible via Zoom. • The contract includes the purchase of various asphalt materials, including HMA Class 3/4" P.G. 64-22 and Asphalt Treated Base. • The county will make an Asphalt Cost Price Adjustment for qualifying changes in the reference cost of asphalt binder. • The contract will be awarded based on the lowest evaluated cost, which will be determined by the total of quoted bid prices and a travel cost factor. • The county reserves the right to randomly sample and test materials for compliance with material specifications.
