The Department of the Air Force is seeking to increase the capacity of the Joint Base Charleston (JB CHS) Multiple Award Construction Contract (MACC) from $96 million to $161 million. This increase is necessary due to inflation and the need for continued mission-essential work at Joint Base Charleston. The MACC is a firm-fixed-price construction contract that covers a range of maintenance, repair, and minor construction work on real property at Joint Base Charleston. The contract has a period of performance of 5 years and 6 months, with an expiration date of 14 May 2028. The Department of the Air Force intends to award sole source contracts to the current MACC contract holders, Outside the Box, Hightower Construction, and A-Plus K&K JV.
Key aspects of the project include:
• The contract ceiling increase is required due to inflation, including higher costs of materials, labor, and inflation.
• The current contractors have been vetted by 628 CES, have base access, and have performed the required work expeditiously.
• Failing to increase the ceiling would negatively impact the overall mission of Joint Base Charleston and increase acquisition timelines.
• Current projects which require award are repair of aircraft maintenance hangars, child care centers, an aerial freight terminal facility, repair of a flight simulator facility, special operations planning facility, wild-land fire and natural resources vehicle storage and office facility.
