Description

The City of Palm Springs is seeking a qualified consulting firm to conduct a comprehensive technical feasibility review and economic analysis of the Desert Water Agency’s proposed recycled‑water system expansion, a joint venture with the Agua Caliente Band of Cahuilla Indians. The consultant will review existing reference documents, develop cost‑benefit and financial feasibility analyses, generate at least two alternative scenarios, and deliver a decision‑ready report within four months of contract award. The work requires extensive experience in water‑recycling projects, economic modeling, and engineering consulting, and the firm must meet strict qualification, licensing, insurance, and non‑collusion requirements. • Review DWA feasibility study, technical memorandum, wastewater discharge order, and Palm Springs Sewer Master Plan sections. • Perform detailed cost‑benefit, benefit‑cost ratio, and financial feasibility analyses using UC‑Davis Guidelines. • Develop and compare two alternative expansion scenarios to the baseline. • Produce a final technical‑economic report with recommendations and present findings to City staff and leadership.

Budget estimate

$200,000 – $500,000

No contract value is disclosed, but a four‑month, high‑expertise consulting study of this scale typically ranges from $200,000 to $500,000, depending on staffing levels, hourly rates, travel, and overhead. The City’s evaluation places price at only 5 % of the total score, suggesting they expect a competitive yet substantive fee.
