CEI Services for Manasota Road Bascule Bridge Rehabilitation

The County of Sarasota is seeking a qualified engineering firm to provide Construction, Engineering, and Inspection (CEI) services for the rehabilitation of the Manasota Road Bascule Bridge. The work includes project oversight, on‑site and off‑site inspections, materials sampling and testing, compliance with federal HUD CDBG‑DR and FHWA grant requirements, labor‑standards administration (Davis‑Bacon), and final close‑out documentation. The contract will be a CCNA Specific Project Agreement and will run for the life of the project, which must be completed by the grant‑program deadline (2029‑2031). Proposers must demonstrate relevant bridge‑rehab experience, hold required Florida professional licenses, and maintain a suite of FDOT CTQP certifications. • Provide daily and monthly inspection reports, surveillance of contractor activities, and verification of material quality. • Manage RFI/RFM processes, claim analysis, and pay‑estimate verification. • Conduct sampling/testing per FDOT guidelines and ensure compliance with HUD CDBG‑DR labor standards. • Lead project meetings, maintain records, and submit electronic close‑out documents. • Required certifications include CTQP Earthwork, Concrete, Quality Control, Final Estimates, Structural Steel, and NEC training, plus relevant professional engineering licensure.
