Request for Proposals To Provide, Design and Implement Intelligence Led Policing Technologies focused on Gun Violence Detection, Drone as a First Responder and Automatic License Plate Readers

The City of Cleveland is seeking proposals for a comprehensive Intelligence Led Policing Technology initiative, focusing on Gun Violence Detection Technology, Automated License Plate Reader Technology, and Drone as a First Responder (DFR) Technology. The solution should include real-time alerting and integration with the City's Fusus Platform, which already integrates various technology solutions. Proposers may choose to bid on all three initiatives or one or more individual initiatives. The City is open to awarding to a single proposer for the entirety of the request or to separate proposers for one or more individual initiatives. • The Gun Violence Detection Technology should detect instances of violent crime and/or vehicular misuse and improve response times to aid in fair and equitable prosecution of criminal offenses. • The Automated License Plate Reader Technology should include integration into the City's situational awareness applications and provide real-time alerts. • The Drone as a First Responder initiative should deploy automated, pre-positioned unmanned aerial systems directly from 911 dispatched calls to arrive at the emergency scene/incident in minutes, providing critical live video and situational awareness before ground units arrive.
