Description
The State of Delaware’s DNREC Division of Air Quality seeks a vendor to supply, install, and support a fully automated gas chromatograph‑FID system (PAMS Auto GC) for its Photochemical Assessment Monitoring Stations. The system must meet detailed EPA specifications, include dual analytical columns, dual FIDs, zero‑air and hydrogen generators (or helium), pre‑concentration/thermal desorption traps, moisture control, and seamless data interface with the existing Envidas Ultimate acquisition platform. Delivery and installation must be completed by 3 Nov 2026, with operational readiness for monitoring by May 2027. The contract is a two‑year base period with a one‑year optional extension, and the vendor must provide training, warranty, and ongoing technical support. Evaluation criteria allocate 20 % each to company profile, delivery time, and price, with additional points for performance, warranty, training, and data reporting. Multiple vendors may be awarded, and bidders may submit up to two distinct system configurations (either as separate proposals or as options within one). No bid or performance bonds are required; insurance, licensing, and prevailing‑wage compliance are mandatory.

• Include zero‑air (5 L/min) and hydrogen/helium carrier‑gas solutions.
• Deliver, install, and certify operation by 3 Nov 2026; support until at least May 2027.
• Offer training (onsite or virtual) and warranty/maintenance plans.
• Submit detailed pricing in Appendix B; prices must be firm through 30 Jan 2028.
• Evaluation based on capability (20 %), performance (15 %+15 %), data reporting (10 %), delivery schedule (20 %), and price (20 %).
• Up to two proposals/configurations permitted; multiple award possible.
