Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Acquisition, Engineering, and Integration (CAEI) Production

The Naval Information Warfare Center Atlantic (NIWC Atlantic) will issue an RFP for the production, integration, testing, and delivery of integrated C5ISR systems across shipboard, subsurface, land‑based, and field‑based platforms. The contract will be an IDIQ with a base ordering period of five years and an optional five‑year extension, using both firm‑fixed‑price and cost‑plus‑fixed‑fee task orders. Award will be a single award, full‑and‑open competition, and the Government estimates the total contract value at over $500 M up to $1 B. • Scope includes procurement of hardware, software, spares, and associated logistics; production management; systems and installation engineering; IT migration; quality, security, and safety compliance. • Contractor must maintain a ≥300,000 sq ft secure facility within 50 mi of NIWC Atlantic, have Secret clearance at award and Top‑Secret/SCI capability, and staff roughly 250 FTEs to support 20‑30 concurrent builds. • Extensive reporting (monthly CSR/TOSR, weekly status, CDRL deliverables, EVM compliance) and mandatory training (security, cyber, OPSEC, safety) are required.
