The Environmental Protection Agency (EPA) is providing funding to carry out cleanup activities at brownfield sites owned by the applicant. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, contaminant, controlled substance, petroleum, or petroleum product, or is mine-scarred land. The program is being funded by the Infrastructure Investment and Jobs Act. Applicants may request funding to address hazardous substances and/or petroleum contamination at one or more brownfield sites. The applicant must be the sole owner of the site(s) and must own the site(s) by November 14, 2024, to be eligible to receive a Cleanup Grant.
Some key points to consider include:
• The EPA anticipates awarding an estimated 63 Cleanup Grants for an estimated total of $100 million.
• The award will be for a project period, but the exact duration is not specified.
• The applicant must have an ASTM E1903-19 Phase II environmental site assessment report(s) or equivalent site investigation report(s) completed that indicates a basic understanding of what contaminants need to be cleaned up on each site.
• The applicant must demonstrate a vision for the cleanup, reuse, and redevelopment of brownfield sites and a strategy for leveraging resources to help accomplish the vision.
• The applicant must provide specific examples of how the proposed Brownfield Cleanup Grant project will address environmental justice challenges and climate vulnerabilities.
