The VA Institute for Learning, Education and Development (ILEAD) is seeking a sole‑source vendor to provide a secure, 508‑compliant web‑based vocational assessment platform for non‑supervisory VA employees, with an optional package of up to 3,000 assessment access codes. The contractor must deliver rapid individual and group reporting, ensure robust data encryption, and retain unlimited government rights to all deliverables. The contract is firm‑fixed‑price, with a 12‑month base period and four optional 12‑month extensions.
• Provide an administrator portal for code management, user‑group assignment, and raw data extraction (Excel/CSV).
• Deliver individual electronic assessment reports within 24 hours of completion and group data extracts within 48 hours.
• (Optional) Supply 3,000 validated vocational assessment codes within 15 days of award; assessments must be 508‑compliant, ≤ 45 minutes, reading level ≤ 10th grade, and empirically validated.
• Ensure all data is encrypted (FIPS‑140‑2, TLS 1.2+), de‑identified, and never used for marketing; VA holds unlimited rights to source code and data.
• Comply with federal records‑management, confidentiality, and audit requirements; work is performed remotely from the contractor’s site.
