PURCHASE AND DEVELOPMENT OF THE CREEDMOOR MIXED-USE PROJECT (1st Phase)

New York State Urban Development Corporation d/b/a Empire State Development (“ESD”) is seeking proposals from qualified and responsible parties for the purchase and re-development of the first phase of the Creedmoor Mixed-Use Project. ESD seeks mixed-use, residential development, including affordable and supportive housing, on the project site, and is interested in proposals that will provide maximum benefits to the surrounding community. The Creedmoor Mixed-Use Project is informed by the Creedmoor Community Master Plan (CCMP), published in December 2023. The CCMP reimagined an underutilized portion of the Creedmoor Psychiatric Center campus (the "Creedmoor Campus") through a collaborative planning process, led by ESD in consultation with the Queens Borough President. The process included participation from local community members, community groups, and elected officials.
