The Texas Parks and Wildlife Department (TPWD) Infrastructure Division is seeking a Construction Manager‑at‑Risk (CMR) to deliver the “Centennial Program – New Park Development” at Silver Lake State Park in Edwards and Kinney Counties. The CMR will provide pre‑construction services (design coordination, value engineering, cost estimating, permitting assistance) and then manage the full construction of a $35 million park that includes entry signage, access gates, paved and gravel roadways, park headquarters, staff residences, day‑use amenities (trails, picnic areas, amphitheater, nature center, playground), overnight facilities (camping, cabins), utilities (water, wastewater, electricity, telecom), sustainable systems, site demolition, and historic structure reuse. The contractor must work under a guaranteed maximum price (GMP) framework, collaborate closely with TPWD architects/engineers, and support veteran‑owned businesses in labor selection. All proposals are to be submitted electronically via the TPWD CobbleStone Vendor Gateway by the deadline.
