Description

The City of Tucson is seeking visionary partners to participate in a once-in-a-generation opportunity to shape the civic heart of Downtown Tucson. The Request for Information (RFI) calls on developers, architects, planners, and creative organizations to share ideas, concepts, and strategies for the future of the landmark site at 101 N. Stone Avenue. The site includes the Joel D. Valdez Main Library, an underground parking garage, and Jácome Plaza. Respondents are encouraged to consider guiding themes and design considerations such as urban context, adaptive reuse, future-oriented infrastructure, sustainability, and community and cultural value. • The site is located in the heart of downtown Tucson, within the Central Business District and Rio Nuevo TIF District. • The current zoning is OCR-2 and C-3, but may be rezoned PAD or similar. • The site has a 300’ maximum building height, with no minimum setbacks or parking requirements. • The City is looking for concepts that contribute to the vibrancy, identity, and economy of Downtown Tucson. • The City intends to undertake a competitive RFP process to identify a development partner or team after reviewing responses to this RFI.

Budget estimate

$10,000,000 – $500,000,000

The budget for this opportunity is difficult to estimate, as the City is seeking ideas and concepts for the future development of the site, rather than a specific project with a defined budget. However, based on the scope of the project, which includes the redevelopment of a landmark site in downtown Tucson, the budget could potentially be in the tens or hundreds of millions of dollars, depending on the scale and complexity of the proposed development. Factors that may influence the likely payment range include the cost of acquiring and redeveloping the site, the potential revenue streams from the proposed development, and the level of investment required to bring the project to fruition.
