Notice of Opportunity (NOO) for ESPC at NASA Goddard Space Flight Center

The NASA Goddard Space Flight Center is seeking an Energy Service Company (ESCO) to implement an Energy Savings Performance Contract (ESPC) project at the Goddard Space Flight Center in Greenbelt, Maryland. The project involves the installation of a photovoltaic (PV) Energy Conservation Measure (ECM) that may be structured as an Energy Sales Agreement (ESA). The ESCO will be required to provide a written response (an expression of interest) to be considered for contractor selection. The scope of the project includes the installation of a PV system at GSFC Area 100, with opportunities for additional PV systems to be investigated during the Investment Grade Audit (IGA). • The project requires the ESCO to meet tax incentive deadlines and provide details on how they will meet these deadlines in their expression of interest. • The ESCO will be required to provide information on their experience with similar projects, including ESPC projects with an ESA component. • The project involves the installation of a PV system and potentially a Battery Energy Storage System (BESS) to increase resiliency during power outages. • The ESCO will be required to provide electric utility interval data and 12 months of electric utility data detailing demand and consumption.
