Description
The U.S. Army Reserve’s 88th Readiness Division seeks an Energy Service Company (ESCO) to develop and implement Energy Conservation Measures (ECMs) across eight facilities (~910,000 sq ft) in Minnesota and Wisconsin under a DOE Fourth‑Generation Energy Savings Performance Contract (ESPC) IDIQ. The selected ESCO will conduct a Preliminary Assessment, possibly an Investment‑Grade Audit, propose and install measures such as LED lighting, HVAC upgrades, insulation, renewable generation, battery storage, and water‑saving technologies, and will operate, maintain, and verify savings for the life of the contract. Only the 20 current DOE Fourth‑Gen ESPC IDIQ holders are eligible; one will be awarded a task order. Responses are due 02 Nov 2026, with questions due 15 Oct 2026. No site visit is provided.
