Description

This Special Notice alerts developers to an upcoming RFP issued by Hawaiian Electric Company (HECO) that incorporates Department of the Navy (DON) energy‑resilience requirements and makes non‑excess land at Marine Corps Base Hawaii (MCBH) available for a utility‑scale generation and storage project. The selected developer will be responsible for planning, financing, constructing, owning, operating, and maintaining at least 30 MW of firm generation plus variable generation and energy‑storage assets on two parcels (6.08 acres and 4.21 acres). In exchange for land use, the developer must provide in‑kind consideration (IKC) infrastructure upgrades to improve the base’s power reliability and resilience. The project must integrate with the HECO distribution system, support islanding and black‑start capabilities, and align with federal defense resilience targets. • Minimum 30 MW firm generation capacity (plus variable generation & storage) • Site: two parcels on MCBH totaling ~10.3 acres on Oahu’s windward side • Developer‑led lifecycle: design, finance, construct, own, operate, maintain • Required fast‑switching, islanding, and black‑start capabilities for grid disruptions • In‑kind consideration: infrastructure upgrades for the Navy base as part of the agreement • Connection to HECO distribution system; power sold to HECO • Procurement details, technical specs, and timeline hosted on HECO’s procurement portal

Budget estimate

$40,000,000 – $100,000,000

The solicitation calls for at least 30 MW of firm generation plus variable generation and storage on roughly 10 acres of land. Comparable utility‑scale solar‑plus‑storage projects in Hawaii typically cost between $1.5 million and $3 million per MW installed, depending on technology mix, site preparation, and required resilience features (islanding, black‑start, fast‑switching). Assuming a mid‑range cost of $2 million per MW, the total project development cost – and thus the potential contract value for the developer – would be on the order of $60 million. Accounting for variability in technology choices, land‑use agreements, and in‑kind infrastructure upgrades, a reasonable estimate range is $40 million to $100 million.
