Description
The Department of the Navy is conducting a market‑research Request for Information (RFI) to gather industry input on establishing a theater‑scale advanced manufacturing (AM) hub on Oahu, Hawaii. The goal is to create resilient, locally‑sourced production capacity for defense components, reduce reliance on continental U.S. supply chains, and stimulate Hawaii’s industrial base and workforce. Respondents are asked to submit high‑level concepts covering site size, utility needs, financing models (EUL, OTA, IGSA, joint ventures), workforce development, and environmental sustainability. An optional in‑person conference will be held the week of 26 Oct 2026 for cleared participants. No contract award is guaranteed; the RFI is purely for information gathering.
• Target: Advanced manufacturing and industrial‑resilience capability on Oahu.
• Scope: Conceptual designs for facilities handling metals, composites, electronics, large‑format printing, recycling, and circular‑energy systems.
• Desired acquisition models: Enhanced Use Leases, Other Transaction Authority agreements, Intergovernmental Support Agreements, joint ventures, or concession arrangements.
• Required inputs: Site requirements, utility/infrastructure needs, financing approach, development timeline, risk/opportunity analysis, workforce‑training plans.
• Timeline: RFI released 29 Sep 2026 → Questions due 30 Oct 2026 → Responses due 10 Nov 2026 → Potential RFP after evaluation.
