The purpose of this RFP is to establish a high-fidelity network visibility layer for Morgan State University. The selected contractor will provide a dedicated, passive hardware layer to ensure 100% visibility into all raw network traffic, including encrypted and high-speed data streams, without impacting the performance or security of the production environment. The scope of work includes the installation of passive, optical, and copper Test Access Points (TAPs) at critical network bottlenecks and data center core switches, configuration of a centralized traffic management layer, and implementation of hardware-accelerated features such as header stripping and packet slicing. The contractor will also provide a fully mapped Network Visibility Architecture, physical installation of passive hardware access points and packet brokers, configured traffic-steering rules for all primary security tools, and a performance validation report showing zero packet loss under peak load.
