Fiber Optics Connection from the Fresno-Clovis Regional Wastewater Reclamation Facility to City Hall Data Center

The City of Fresno is seeking a qualified contractor to install a 144‑strand fiber‑optic cable between the Fresno‑Clovis Regional Wastewater Reclamation Facility (RWRF) and the City Hall Data Center, using existing conduit where possible and repairing or installing new conduit as needed. The work includes conduit inspection, repair, HDPE ITS conduit installation, fiber pull‑in, termination, testing, traffic‑control, permitting, and full documentation. • Inspect and validate the existing conduit network; repair or replace sections and perform proof‑testing. • Install 144‑count single‑mode fiber‑optic cable, terminate at both ends, and provide a Fiber Distribution Unit with LC‑pigtail cassettes and protective enclosures. • Provide civil‑construction services such as concrete collar installation, traffic‑control plans, ADA‑compliant pedestrian paths, and all required permits (water‑meter, Caltrans encroachment, SWPPP, FDCP). • Perform OTDR and power‑meter testing, submit as‑built drawings, O&M manuals, warranties, and final close‑out documents. • Contract requires a 10 % bid deposit, 100 % payment and performance bonds, prevailing‑wage compliance, and adherence to the Community Workforce Agreement (local‑hiring percentages).
