Description

The City of Phoenix is seeking a qualified consulting team to provide construction‑administration, inspection, and technical assistance for the rehabilitation and replacement of protective coatings on equipment, pipe, manholes, and process structures at the 91st Avenue Wastewater Treatment Plant. The consultant will develop an action plan, evaluate existing coating systems, conduct testing (including lead and asbestos), perform failure analysis, prepare specifications, estimate costs for various coating options, review chemical containment systems, train staff, and ensure compliance with OSHA and local regulations. All work must be documented in the City’s UNIFIER web‑based project management system. • Evaluate existing coating systems and prioritize rehabilitation/replacement. • Test existing coatings/substrates for composition, physical properties, lead, asbestos. • Conduct coating failure analysis and prepare specification documents. • Produce cost estimates and long‑term maintenance programs for coating options. • Review protective coatings for chemical containment systems. • Provide staff training on surface preparation, application, and regulatory compliance. • Perform construction administration, inspection, and testing services, including confined‑space work. • Maintain all project records electronically in the UNIFIER system.

Budget estimate

$37,000 – $100,000

The solicitation does not disclose the consultant fee. However, the City estimates the construction portion of the project at $740,000 per year. Consulting fees for construction‑administration and inspection services typically range from 5 % to 12 % of the construction budget, depending on scope depth and duration. Applying that range yields an estimated annual fee between roughly $37,000 and $89,000. Additional costs could arise from specialized testing (lead/asbestos) or extensive training, potentially pushing the high end toward $100,000.
