Description

The State of Montana’s Department of Public Health and Human Services is seeking a qualified vendor to provide technical writing and related training services that support Diabetes Quality Improvement (QI) initiatives for high‑risk populations. The effort will involve creating, editing, and delivering documentation, guidelines, and training materials that enhance the acceptability and quality of diabetes care across the state’s health system. Vendors must be registered in the eMACS portal, accept a series of mandatory pre‑award certifications, and submit a detailed technical and budget proposal by the close date. • Develop comprehensive technical documents, reports, and guidelines for diabetes QI programs. • Design and produce training curricula and materials for health‑care providers and patient education. • Coordinate with DPHHS staff to ensure deliverables meet state health‑service standards and timelines. • Provide cost breakdown and budget justification as part of the submission package. • Comply with Montana procurement requirements, including debarment, warranty, and registration clauses.

Budget estimate

$50,000 – $150,000

The solicitation does not disclose a budget ceiling. Based on similar state‑level health‑program technical writing contracts, a typical range for a multi‑month effort (including research, drafting, revisions, and training material production) falls between $50,000 and $150,000. Factors influencing the final amount include the depth of documentation required, the number of training modules, and any travel or on‑site support needed.
