Description

The State of Alabama is seeking a qualified infant‑formula manufacturer to provide the lowest‑cost, full‑truck‑load supply of FDA‑registered, iron‑fortified infant formula for the Alabama WIC program. The award will be based on the lowest total monthly net price (wholesale price less a percentage rebate) and will include a three‑year base period with two optional one‑year extensions. The contractor must submit product pricing, rebate calculations, distribution‑network details, and agree to audit and data‑reporting requirements. • Supply milk‑based and soy‑based infant formula (powder, concentrate, ready‑to‑feed) meeting all federal and state specifications. • Provide the lowest national wholesale full‑truck‑load price per container and calculate a rebate that yields the same percent discount across all formula types. • Deliver monthly electronic data files (EBT transaction, participant ID, cans issued, etc.) and allow State audits of rebate processes. • Maintain a statewide distribution network capable of servicing 590 authorized WIC vendors and meet the State’s maximum monthly issuance limits.

Budget estimate

$2,000,000 – $6,000,000

Based on the FY 2024‑2025 data, Alabama issued roughly 1 million cans of infant formula over six months (~2 million cans annually). Assuming an average rebate of $2‑$3 per can, the annual contract value would likely range between $2 million and $6 million. The three‑year base period could therefore generate $6‑$18 million in total revenue, plus any optional extensions. This estimate reflects the volume of product, typical rebate rates in WIC contracts, and the full‑truck‑load pricing model.
