Construction of Two (2) Single-Family Homes (HOME/CHDO) - RFP

The City of Pontiac is seeking a Certified Community Housing Development Organization (CHDO) to develop two single-family homes using HOME Investment Partnerships Program funds. The selected CHDO will be responsible for property acquisition, construction, and sale of the homes to low-income-qualified households in compliance with HOME program requirements. The total available funding is $400,000, and the selected CHDO must provide matching funds equal to at least 25% of the total HOME funds requested, which is $100,000. • The project requires a holistic approach to ensure timely completion, financial accountability, and compliance with funding conditions. • The CHDO must demonstrate experience in property acquisition, residential construction, and home sales, especially for low-income households. • The CHDO must provide a detailed project management plan, including a schedule, budget, and contingency plan. • The CHDO must ensure compliance with all applicable federal, state, and local requirements, including HOME program guidelines, Davis-Bacon wage laws, Section 3, and affirmative marketing provisions.
