Request for Proposals (RFP) for Business Improvement District Consultant Services

The City of Los Angeles is seeking proposals from qualified consultants or firms to provide consultant activities and services to establish a Business Improvement District (BID) along Wilshire Boulevard in the Miracle Mile community of Los Angeles. The selected consultant will be responsible for community outreach, education, and research, as well as determining the feasibility of establishing a BID within the proposed target area. The consultant will also assist in the establishment of the BID, including the development of a management district plan, engineer's report, and petition drive. The contract is expected to be for a term of two years, with the option to extend for an additional year. • The City is seeking a consultant with experience in establishing BIDs in Los Angeles or California. • The consultant must be able to provide a detailed plan for community outreach, education, and research. • The consultant must be able to determine the feasibility of establishing a BID within the proposed target area. • The consultant must be able to assist in the establishment of the BID, including the development of a management district plan, engineer's report, and petition drive.
