Description

The USDA Forest Service is seeking a contractor to provide hand tree planting and related services on lands administered within the Idaho Panhandle National Forests. The contractor will be responsible for planting trees, handling seedlings, and providing related services such as tree care, transportation, and supervision. The contract will be for a period of 64 days, from April 13, 2026, to June 15, 2026. The contractor must have an existing Land Management Integrated Resources (LMIR) Blanket Purchase Agreement (BPA) that includes tree planting services within the Bonners Ferry and Sandpoint Ranger Districts. Some key points to note: • The contractor must provide quality control for all planting, dipping, animal damage control, and artificial shade operations. • The contractor must comply with the requirements outlined in the contract, including the use of specific equipment and materials. • The contractor must provide a supervisor for each planting crew and ensure that all crew members are fully conversant in the English language. • The contractor must submit legible inspection sheets and work maps, and the government will conduct inspections to verify the quality of the work. • The contractor will be paid based on the acres indicated in the task orders, and the method of acreage determination will be specified in the task orders. • The contractor must provide a general Quality Control Plan (QCP) with the contract technical proposal and supplement the QCP within 30 days prior to starting work. Some of the benefits of this contract include: • The opportunity to work with the USDA Forest Service on a project that aims to restore and maintain the health of the forest ecosystem. • The chance to provide high-quality tree planting and related services that meet the needs of the forest service. • The potential for future contracts and partnerships with the USDA Forest Service. However, there are also some challenges and considerations to keep in mind: • The contractor must have an existing LMIR BPA that includes tree planting services within the specified ranger districts. • The contractor must comply with all the requirements outlined in the contract, including the use of specific equipment and materials. • The contractor must provide quality control for all planting, dipping, animal damage control, and artificial shade operations, and submit legible inspection sheets and work maps.

Budget estimate

$250,000 – $500,000

The budget for this contract is estimated to be between $250,000 and $500,000. This estimate is based on the fact that the contract is for tree planting and related services on lands administered within the Idaho Panhandle National Forests, and the contractor must have an existing LMIR BPA that includes tree planting services within the specified ranger districts. The budget will depend on the number of acres planted, the type of trees planted, and the level of quality control provided by the contractor. The government will pay the contractor based on the acres indicated in the task orders, and the method of acreage determination will be specified in the task orders. Some factors that may influence the likely payment range include: - The number of acres to be planted - The type of trees to be planted - The level of quality control required - The contractor's experience and reputation in providing similar services - The level of competition for the contract
