The City of Ann Arbor is soliciting qualified firms to provide construction‑material testing services for its 2026 and 2027 construction seasons. The contract will cover field and laboratory testing of concrete, soil, and hot‑mix asphalt, as well as engineering oversight, reporting, and compliance with ASTM, ACI, MDOT, and City specifications. The award will be to a minimum of two firms, with hourly rates locked for up to two years and no guaranteed minimum volume of work.
• Field testing includes nuclear density gauge work (Technician I/II), soil compaction, and HMA density; laboratory testing includes concrete cylinder and beam strength, sieve analysis, modified proctor, HMA extraction, gradation, and volumetric testing.
• All test results have strict turnaround times (density results within 1 week; HMA results within 5 business days) and must be signed off daily by a City inspector.
• Firms must provide certified personnel (NRC license, MDOT/ AASHTO accredited labs), comply with non‑discrimination and living‑wage ordinances, maintain required insurance, and submit a sealed technical proposal plus a separate sealed fee proposal by the Dec 19 2025 deadline.
• The work will be performed across numerous city projects (water‑main replacements, sidewalk installations, annual resurfacing programs, etc.) with varying construction windows throughout 2026‑2027. No minimum volume is guaranteed, so workload may fluctuate.
