Expeditionary Very Low Frequency (ExVLF) Transmitter System

The U.S. Navy is seeking innovative, high‑reliability Expeditionary Very Low Frequency (ExVLF) transmitter systems that can operate 24/7 from a containerized platform and integrate with a government‑furnished aerostat‑lofted antenna. The effort is structured as a Commercial Solutions Opening (CSO) with Phase 1 white‑paper/solution‑brief submissions, followed by a Phase 2 pitch and a Phase 3 formal proposal. The government anticipates a prototype delivery with potential follow‑on production. • Provide a fully containerized (≤ 20‑ft ISO) VLF transmitter, power amplification, automatic tuning, and control/monitoring subsystems. • Must include mast, feedline, ground‑plane, and optionally a Mobile Power Delivery System (MPDS) that fits within the container envelope. • Emphasis on modern transmitter technology, AI‑driven maintenance, hardening against environmental and cyber threats, and seamless integration with existing Government‑Furnished Equipment (WCA).
